Meet our Board Members:

Vince Flower - Chair, TDA Board

Vince Flower, previously a Director of Shearing’s Leisure Group and former Managing Director of Bay Hotels was born and raised in Torquay. After leaving school Vince took an Ordinary National Diploma in Business Studies at South Devon College, followed by Diploma in Management Studies course at Plymouth Polytechnic while training as a manager at a local holiday business.

When the Ladbroke Group acquired the local holiday business where Vince worked, it opened up a number of opportunities. He spent eight years managing various holiday villages and catering concessions, including those located at Kew Gardens and the Tower of London for the company.

Having spent the last ten years on the Board of Governors at South Devon College where he was the Chair up until July 2010, he is now the Chair of the Board of Governors at Torquay Academy. Vince previously served on the Board of TDA and was appointed Chair in 2015.

Chris Hart

Chris joined Wollen Michelmore in 1986 and became a partner in 1992. Initially specialising in commercial litigation he became the firm's Managing Partner in 1999 and he is now Wollen Michelmore's Chief Executive. Chris has specialist expertise in licensing and gambling work and in the field of commercial contract drafting.

Chris is the Honorary Secretary of the Devon and Somerset Law Society and a past President of the Devon and Exeter Law Society. In March 2016 he was awarded the Leader/Law Manager of the Year at the inaugural Devon and Somerset Law Society awards. Chris is also the immediate past Chair of the Law Society's Law Management Section and continues to sit on the LMS Committee.

Chris has a keen interest in the tourism industry of the English Riviera and Devon generally.  He is the former Chair of the English Riviera Tourism Company and now sits on the board of the English Riviera BID.  Chris is a member of the Executive of the Torbay Business Forum, and a member of the Devon and Cornwall Committee of Somerset County Cricket Club.

In Chris' leisure time he is an enthusiastic follower of football (supporting West Ham United and Torquay United) and cricket (being President of South Devon Cricket Club), and also enjoy gin tasting!

Eddie Hempseed

Having lived in Torbay for thirty years after growing up in various cities across Canada and in the UK, Eddie is amongst the many that are pleased to call the Bay home.

For the past 15 years Eddie has worked for Interframe Southwest Ltd a local manufacturer of PVCU window products as the company operations director. The company employs in excess of 130 staff, the majority living within the Torbay region.

Working and living in the Bay has given Eddie a good insight of the economic and social principals required to manage a resource that contributes to the economic wellbeing of the community. Eddie's experience and drive will be of use to TDA in its task of the stewardship of assets, ultimately for the benefit of the people of Torbay.

Hazel Tucker

Hazel Tucker joined Bishop Fleming in 2005, having worked in industry as a management accountant.

Hazel is a member of ACCA and became an ACA member in 2010. Hazel became a Partner at Bishop Fleming in June 2015, relocating from the Exeter office to Torquay, and deals with family businesses in a broad range of sectors within the corporate and unincorporated spectrum. She also leads the firm’s financial systems team, developing the offering to businesses utilising pioneering cloud based technology.

Hazel passionately believes that building relationships with her business clients is the key to a long and trusted relationship identifying future plans and goals, and facilitates the focused business advice she provides, in addition to routine accounts and tax compliance services. Hazel lives in Devon with her family, and is a committed member of the business community.

Sara Bond

Sara relocated to Torquay in her mid-20’s to manage a leisure and entertainment business. 

Sara was the Managing Director South West for 20 years at Global Media and Entertainment, part of one of the World's leading Media and Entertainment Groups. 

Sara enjoys working with others and assisting within the wider economic picture.  Sara was Chairman of The Exeter Chamber of Commerce for five years, handing over in 2016, now holding the position of Vice President. 

Sara has been on the Board of the Exeter Chamber for 8 years, and in this role has worked across both private and public sectors to assist with strategic planning and directives including BID’s, Inward Investment projects, Digital and Communication strategies, Music Event’s and Tourism projects. 

James Howard (BSc (Hons) MRICS)

James is Development Director at Studio HIVE, an innovative Bristol based property developer, focussed on the South-West.

James graduated from De Montfort University in Leicester and is a Chartered Building Surveyor and Project Manager.

Past experience includes roles as Associate Director at regeneration specialist Urban Splash as well as consultancy project management roles at highly respected surveying firms Gleeds, JLL and Chesterton and running a small consultancy business.

James has been involved in a number of developments including mixed use, heritage led projects including more recently Lakeshore, Bristol and Royal William Yard, Plymouth from inception to completion and post occupation. More recently, James has been involved with the redevelopment of Deepcut Barracks and Filton Airfield and the delivery of the masterplans. Currently James is working on regeneration projects in the centre of Bristol ,Weston-Super-Mare and Torbay including and a number of public sector/private sector partnerships.

James has also served on the Torbay Design Review Panel for over 10 years and is a member of the Bristol Urban Design Forum and the South West Design Review Panel.

Steve Parrock - Chief Executive, TDA 

Steve is Chief Executive of TDA. Steve graduated from Bath University School of Architecture and Engineering and practiced for many years as a Chartered Architect in Bristol and London.

Prior to joining the TDA in 2008, Steve spent 16 years in the City of London working for investment banks Barclays Capital (Director of Planning and Projects EMEA) and Merrill Lynch (Vice President Planning CRES).

Cllr Swithin Long

Swithin is Torbay Council’s Cabinet Member for Housing, Regeneration and Tourism. He is the Councillor for the Barton with Watcombe ward (which includes the Willows).

Prior to becoming a Cabinet Member, Swithin was an adviser for Age UK (covering issues such as Housing, Social Care and Benefits). He has also worked previously for the former MP for Torbay Adrian Sanders and the former Member of the European Parliament for the South West Region Sir Graham Watson.

Cllr Cordelia Law

Cordelia grew up in Torbay, but had lived and worked in several parts of the UK and Germany throughout her life.

Graduating with a BSc Econ (Hons) from Cardiff University Cordelia also speaks 4 languages.

Cordelia started her working life in banking, but after a break to raise a family, she decided that being self-employed would allow more freedom for her to work around family life. Cordelia subsequently ran her own business as a licensed importer and wholesaler of Prescription only Medicine and worked as an event organiser and facilitator in the Health and Wellbeing sector.

More latterly, Cordelia has been fortunate enough to be in a position to pursue her love and involvement in arts and music events following being elected to serve on Torbay Council.

Cordelia is passionate about Torbay; her heritage, the outstanding natural environment and the rich cultural life.

James O'Dwyer

James O’Dwyer is a Torbay Councillor who represents Wellswood Ward in Torquay.
His degree is in Housing and Development and he is a member of the Chartered Institute Of Housing.

Currently a Board Member of Teign Housing and previously a Board Member at Sanctuary Affordable Housing, Riviera Housing Trust LSVT and South Devon Rural HA he has wide range of Registered Social Landlord experience.

He has represented Torbay Council on the Devon County Investment and Pensions Board supporting the investment and stewardship of the £4 billion of members LGPS pension monies and is a member of the Audit Committee he was formerly a member of both the Investment and Regeneration Committee and Housing Committee.

James was a Director of Torquay United Football Club as well as Director of the Charitable Torquay United Football in the Community Trust, encouraging fitness and health in younger people through participation in sport.

With a background of a wide range of community and business representation James has also been a School Governor at both local maintained and academy schools.
