Haldon & Princess Piers

Haldon Pier

Both Haldon and Princess Piers in Torquay form the outer walls of Torquay Harbour and were originally designed to act as the harbour walls and provide flood defence from coastal flooding for Torquay town centre.

As a result of their dual function both piers have now been classified as flood defence structures by the Environment Agency and therefore any repair works to the flood defence element of the piers can secure flood defence grant in aid funding.    

Following structural surveys of both Haldon and Princess Piers, major renovation/repair works were identified including the provision of new rock armour and concrete repairs to both the inner and outer faces of both piers. This was due to voids being formed as a result of scour and the loss of the infill materiel between the inner and outer faces. 

The engineering section has prepared a detailed project appraisal report which was submitted to the Environment Agency. This report resulted in securing grant in aid funding to undertake the initial repair works to Haldon and Princess Piers. Further grant in aid funding will be available from the Environment Agency to complete the remainder of the repairs, however before this is released Torbay Council will have to secure significant partnership funding.

The engineering team carried out detailed design works for the initial phases of the repair works which included:

  1. Concrete repairs using sprayed concrete to the outside face of Haldon Pier
  2. Provision and installation of rock armour to the outside face of Haldon Pier
  3. Underwater repairs to seal the largest voids within the inner face of Haldon Pier

The engineering team have undertaken the design for the underwater repair works to both the inner and outer faces of Princess Pier and the inner face of Haldon Pier and have now awarded the contract to Millenium Marine. Works commenced on the repairs to the outside face of Princess Pier in March 2015 and the team supervised these works on site.

Following completion of these repair works a review will be carried out and a revised project appraisal report including detailed costing will be produced. Once partnership funding for the remaining works has been secured the project appraisal report will be submitted to the Environment Agency in order to release the remaining grant in aid funding for the scheme.
